OUR DIRECTOR
Maria D’Angelo Neubauer, graduated from Southern Connecticut
State University in 1989 with a Bachelor’s Degree in Early Childhood
Education. She is a certified teacher
recognized by the State of
She was married to Robert Neubauer in 1990 and
after the birth of their first child she started a state licensed home
daycare. Her program included manipulatives, whole language, art, music and hands-on
approach to learning along with an array of learning techniques to better
prepare her students for the transition to the public school systems.
She now has had three children, all of whom
have attended this facility and she has labored to devise a system that
combines the warmth of a family home with the regimented programs of larger day
cares.
All of her employees have been hand picked for
their positions and she works hard to make this center the best place around
for our young children. She has prided
herself on her “open door” policy due to her understanding as a mother that not
just anyone is good enough to care for your child. In a sense, that is how she arrived at this
point. She looks forward to a long
association with all of the families, long after their children have left the
center.

Since parents have the most information and
knowledge about their child(ren),
they are a critical part of the teaching team.
Communication is a vital part of our relationship with parents. We
strive to provide children with the same type and quality of experiences that
they have at home and to enhance those experiences by capitalizing on the
child’s remarkable receptivity to new learning.
In doing so, each child’s uniqueness is taken into consideration as he/she
is nurtured, cared for, cuddled, and stimulated to grow and learn

When teachers know developmental growth patterns, they can anticipate
developmental needs and create environments and activities that encourage

Infants/Toddlers/Preschool
1.
Parents with a child in diapers must provide an adequate supply
of disposable diapers and wipes on each Monday for (at least) the following
week. Diapers must be the right size for
the weight and age of the child.
2.Two extra sets of
clothing (shirt, pants, undergarments, and socks) to be kept in an emergency
tote. Dirty and wet clothes will be
placed in a bag and sent home with the parents that evening. There must always be spare sets at the
center.

Sufficient winter clothing (hat, heavy coat, snow pants/suit,
mittens, and boots) and summer clothing (light shirts, shorts and bathing suit
with towel) when weather demands.

We do expect the children to be dressed appropriately for the weather. They should always have a sweater or
sweatshirt available. We encourage active
play at our center as we employ the “Hands-on Approach” to learning and suggest

below are our regulations pertaining to the center’s general rules and
regulations as well as health policy.
These regulations will help clarify our position to maintain a smooth
Parent/Teacher (Caregiver) relationship, which will benefit you and your child(ren). If you have any questions or concerns
regarding the care of your child(ren)
and his/her all around well-being, do not hesitate to bring them to our
attention. Your child’s caregiver, in
turn, will also make you aware of any and all concerns regarding your child(ren) as they arise.
A
deposit equal to one week’s full tuition amount is required before registration
material is to be given to the family.
This deposit is non-refundable should you reconsider and decide not to
attend KGLC, so please be sure of your decision before you pay this
deposit. Regardless of tuition assistance, the full amount of this deposit will be used as payment for your
child’s last week at our center, provided a two-week written notice has been
provided.
We currently accept children
between the ages of 6 months to 6 years of age at our center. The parents of these children embrace our
developmental approach to learning. No
child shall, on the basis of race, color, religious belief, national origin, or
gender, be excluded from participation of any activity. Since
All items that are brought into the
center must be labeled with the child(ren)’s name. This includes, but is not limited to, any
clothing, bedding, lunches, diapers, powder, ointments, toys, books, shoes,
bags, etc.

KGLC has developed a curriculum plan we call
the “AS YOU GROW”
program. This approach offers a
specialized classroom environment that stimulates your child(ren)’s development through several various learning centers
centering on a monthly topic. This
curriculum offers activities in each of the learning centers so that the children
develop and master math, science, language, as well as fine and large motor
skills. These experiences will prepare
them for their future in the local school systems.
Our program incorporates
teacher–made games to help ensure the age–appropriateness of each activity
taught. A main theme is incorporated
into every month’s activities, which will be posted on calendars as well as in
our monthly newsletter. The program also
provides learning experiences through projects, learning centers, and play
activities. The program includes: literature, math, science, social studies,
listening, social skills, thinking, reading and writing. Hands-on discovery is a part of the everyday
at our Center and this allows the children to explore and experiment through
play combined with a variety of planned activities.

Infants / Toddlers / Twos
The “AS
YOU GROW” program begins with our infants, toddlers, and young
twos. This unique program offers a
delightful array of activities to teach babies about themselves, others, their
surroundings, and the world around them.
Level 1 is a series of individual activities
for infant children (birth to 18 months) and they teach acquisition and motor
control. We believe children begin
learning at birth and our teachers emphasize this through interactive songs
& games.
Level
2 encourages toddlers (18 months to 36 months) to build on Level 1
skills and move toward independence.
Problem solving, understanding abstract concepts, potty training, and
cooperation are introduced. The child’s
language development is a key objective of this level.

Level 3 of the program
positively reinforces those three important concepts in Early Childhood
Education: (1) Developmentally
Appropriate Practice, (2)
Whole Language Approach, and (3) A Hands-On Approach.
Our math
and science programs create a
learning environment which helps build a child’s vocabulary, fine motor skills,
thinking skills, and trial & error.
The children will explore patterning, sequencing, similarities and
differences, addition, subtraction, measurement and sorting. We introduce Social Studies, as a way of the child and his/her family
relationships with the community.
Children learn the cultural similarities and differences in others. Our goals are to allow each child to be creative,
expressive, open-minded and responsible while developing their self-esteem and
sharpening their skills.
We offer a classroom environment that
stimulates your child’s development through learning centers. The curriculum offers activities in each of
the learning centers so those children can excel through role-playing and
choices. The activities are in addition
to the everyday activities offered, as with all activities children are
encouraged to participate, but by no means are they required to take part. Each month’s theme is accompanied by a
calendar and newsletter listing activities and KGLC happenings.

Curriculum Kindergarten
Level
4 is
a full-day kindergarten program designed to prepare children for success in the
elementary school system. Our program
focuses on developmental concepts such as sharing and hands-on discovery. The main focus is on letter recognition
through written and spoken word. Phonics
and reading skills are taught through fun and exciting lessons and projects.
ENRICHMENT PROGRAMS
Our enrichment programs can add even more to
your child’s development. We offer the
children many enrichment programs that include, Bookmobile, Spanish, Music,
Italian, Movement
Education, Creative Art and Computers to name a few.
Kinder-Garden enjoys
giving children the opportunity to learn about the community by providing
exciting recreational and educational field trips. These activities are conducted occasionally
for the Preschool/Nursery school children.
In all cases, we need your signed authorization for each trip.
We believe that the outdoor playground is an
extension of the classroom and in order for children to be healthy,
they need fresh air and exercise. Parents
are advised to be aware of daily weather conditions so that appropriate outdoor
wear is sent with the child.

If you provide a
breakfast for your child any day, we will serve it each weekday in our center

for ANY articles (including bedding, clothing, toys, cash, or any other items) that are
brought to the center for any reason and lost or stolen during the course of
the day or days they are left here. The
KGLC staff is here to care for your child(ren) and is not to be held responsible or liable for these
objects regardless of your request for them to do so. They are not allowed or obliged to spend any
time looking for these items for child(ren) or parent(s) when they should be supervising their
children. This should not be expected of
them at any time and especially at the end of a busy day when they have other
job responsibilities to complete.
REST PERIODS
Our state established a two-hour rest period
for preschoolers. After hours of
learning and fun-filled activities, your child needs to rest. From

However, no staff member will, nor is required to, discuss anything with
any person who cannot have a conversation with us in a calm, objective manner
or with someone who cannot maintain a civil demeanor.
Our teachers and aides are employed to provide
quality care for your children and briefly communicate the day’s happenings
with the parent/guardian. We ask that
you do not take too much of their valuable time by discussing minute or
unrelated topics so that they may keep their attention on our children. If there is a pressing matter that must be
rectified in a lengthy conversation, we request that you seek out and speak to
either the Director or Administrator.
REFERRING A FAMILY

We urge our staff members to treat all of the children equally and that
is difficult if they display favoritism (and they will) towards the children
they baby sit. If you and our employee
make a babysitting agreement, that has nothing to do with this daycare and we
accept NO RESPONSIBILITY OF LIABILITY for what that individual does outside of

Is this the most appropriate day care setting
as far as meeting your child’s needs? If
a child is experiencing unacceptable behaviors on a consistent basis, and the
methods that we are using are not working, the Director will discuss what
options we might use to try to change or correct these behaviors. All parties must be open and honest in
communicating the concerns they are having in dealing with this child. The key is for the staff and parents to stay
in constant communication. At first the
Director may hold an informal meeting with the parents and staff involved with
the child to discuss their concerns about the child and these concerns may
range from behavior, development, speech, or a physical condition, etc. If the child’s behavior continues to
escalate and we have
exhausted our resources to rectify the situation, the Director will re-evaluate
the situation with our social worker.
The Director will consider everything that has transpired and render a
decision that is in the best interest of everyone involved: the child with the
concern, the rest of the children in his/her area, the staff, and the parents
or legal guardians. The final decision

Parents are reminded that smoking is not
permitted in the center or on the grounds.
For the safety of our children, please do not toss cigarette or cigar butts
on the grounds or in the parking lot. We

visits the center weekly to ensure the health and safety of the children.
A physical is required of every child before he/she can begin attending
the daycare center (sec. 19a-79-5a (2)(B)(C) of the

Your child must be isolated from the other
children and will be evaluated by us to see what be causing the problem. You will be notified and advised accordingly
and may expect to pick your child(ren),
up IMMEDIATELY. An ill child in our center is not fair to the
other children, their parents, or this facility. If there are any questions as to your child’s
symptoms, do not hesitate to contact us.
You will be notified if your child has been exposed to any communicable
diseases (i.e. Chickenpox, Strep Throat, Fifth’s
Disease, Scarlet Fever, Coxsackie Virus, Meningitis, Roseola, Conjunctivitis, RSV, etc). All sore throats should be cultured at the
parent’s expense and the child should not return until the result has been read
NEGATIVE. Parents will let the center
know if they gave their child any medication before coming to day care, the
reasons for giving the medication and anything that has recently happened to
your child at home or elsewhere that might affect his/her behavior at
Kinder-Garden Learning Center
The child(ren) must be free of the
above symptoms for 24 hours without the use of medications and must stay home from day care the next day. A doctor’s note stating that the child can
return will not admit your child back into the center unless the “free
of symptoms for 24
hours” is true, he/she has stayed home for a day, and
he/she must be free of symptoms without the use of acetaminophen, ibuprofen,
cough medication, cold medication, or any other medications that might be
masking a more serious condition.
Sometimes the best medicine for a child’s ailment is simply keeping
him/her home and letting your child rest, get plenty of fluids, and a
specialized diet that he/she cannot get at daycare.

MEDICATION
WE DO NOT ADMINISTER MEDICATION AT THIS
FACILITY. We ask that you remind your
pediatrician or family physician that your child is in a center based childcare
and see if they will offer medication that can be administered twice a day,
before you bring your child to the center and again in the evening, thus
avoiding administering medication at the center completely. However, if your child is a diabetic,
asthmatic, epileptic, has a severe allergic reaction to food or insect bites,
or something along ADA (Americans with Disabilities Act) standards, we will
administer the medication with a signed authorization to do so and a specific
physician’s note describing the condition
TUITION
Tuition is due on Monday, WEEKLY IN ADVANCE OF CARE.
Please do not place
Payments submitted “post dated” or asked to be
held from immediate deposit must include the $5.00 per day late fee and this
practice may be allowed occasionally, but is discouraged by

CARE. PART-TIME CARE IS ONLY PROVIDED
WHEN SPACE IS AVAILABLE AND OFFERED AT THE DISCRETION OF THE DIRECTOR.
A discount will be given to families paying
full tuition with two or more children enrolled FULL TIME ONLY. 15% will be taken off the oldest child’s
regular weekly rate and does NOT include the rate for over 47.5 hours.
TUITION ASSISTANCE PLAN (Care-4-Kids)
The State of
When enrolling your child at Kinder-Garden Learning
Center, we ask that you pay the FULL rate as an initial deposit held for the
last week’s tuition, regardless of Care-4-Kids. This entire deposit is the
parent's only enrollment fee. You must continue payments until Care-4-Kids approves your application in
writing.
Once they begin making payments for your child, we will credit your account
accordingly and the full amount of the deposit will be used to cover the last
week of tuition. However, if you should incur any changes in salary or hours at work, it
is the responsibility of the parent/legal guardian to inform Care-4-Kids and
HOURS

Upon enrollment, you were asked to select
normal base hours of up to 9 ½ hours each day.
You must follow the hours that you have scheduled for in your contract,
as it is crucial for
As soon
as you enter the facility, you should go straight to the sign-in sheet to sign
in and sign out your child(ren). The Center clocks are set to local time and
are considered the “official” clock when signing your child in or out. A teacher should greet you and your child and
help make the transition from home to school and back again as smooth as
possible. This also provides an
opportunity for you to communicate with the center staff. Put your child(ren)’s
belongings in the proper place, refrigerate any perishable food or lunch boxes,
give special instructions to staff (i.e. if any medication was given, how the
child’s night was and how the child’s morning was, if another person is picking
up the child, etc), give hugs and kisses and depart. PLEASE
DO NOT LEAVE THE CENTER WITHOUT SPEAKING TO STAFF ABOUT YOUR CHILD’S NIGHT AND
MORNING.
Upon departure, gather all of your child(ren)’s belongings, speak
with your child about his/her day, speak with he staff about his/her day and
depart. Please keep you’re your
conversation with the staff member as brief as possible since they may still
have children in their care and other job responsibilities to perform. Once you are in the building, and in your child(ren)’s area, you
are responsible for your child(ren). Please don’t allow your child to do something
that we don’t allow him/her to do during the course of the day. Also, your child(ren) is not allowed to roam from room to room. If you have another child in another area of
the center, please avoid bringing your child(ren) into an area that is normally off limits for him/her.
If another person is picking up your child(ren), we will need you to
complete a written authorization form.
This person must be listed on your Pickup Form and must provide the
facility with proper identification before the child(ren) will be released.
If it is an emergency situation, a phone call will be acceptable, but
you are required to fill out a pickup form and/or submit a brief note the following
day for our records. At the end of each
week, the Director and/or Administrator will be checking over the times and
bills for early arrivals and late departures will be given to those people who
do not adhere to their contracted hours.
With at least a 3 day notice, the fee for this
service is $20.00/hour for each
child. If you are working overtime, we
are forced to work overtime.
If you are going to be
late picking up your child(ren),
we expect to be notified. If you are
late picking up your child past the your scheduled pickup time, you will be
charged $3.00/minute for each child
for every minute late, and $5.00/minute
for each child for every minute after the center’s closing time of 5:30pm (or
at the time stated for an early dismissal).
Bad
weather conditions can make travel extremely dangerous – especially during the
winter months. Road conditions and
keeping the driveway and sidewalks clear can take plenty of time. When
If weather predictions aren’t good for the entire day and an
early dismissal is anticipated, we will give you verbal warning, in the
morning, when you drop off your child(ren) that we might close early. Special Events should be listed on your
activity calendars each month. That will
give you advance notice to adequately plan your day should we call you for an
early closing. Then, if weather
conditions do become increasingly bad during the day, we will call you at work
to let you know the time we will be closing.
This call should be approximately 1 ½ to 2 hours before the proposed
closing time. Road conditions will be
bad and will not be accepted as an excuse for failing to pickup by the
specified time. Please make adequate
arrangements to pick up your child(ren)
before the early closing time for that particular day. Should our daycare center lose power for a
prolonged period of time, we will
be forced to close. Situations such as a
power outage are unpredictable and opening and operating a daycare center
without electrical power is against the State Mandate for Operating a
If there is an early closing and you are unable to pick up your
child by the specified time, you will be charged $5.00 per minute for every
minute you are late past the specified time, so it is imperative that you
arrive on time or have a backup person or persons available in the case of
these situations.
Unfortunately, tuition is still due and no refunds can be given
for days that we are forced to close. We
put every effort into opening our facility and keeping it clear and safe for
travel, and the building suitable for occupancy. Should you have any questions, please contact
the Director or Administrator.
All children first enrolled at

KGLC staff members are mandated reporters.
In our professional capacity, we are required by law to report any suspicion or
belief that a child under the age of eighteen (18) might have been abused or
neglected. Any signs of abuse or neglect will be
immediately reported to the Department of Children and
Families.
TERMINATION

A two (2) week termination notice will be
given by the parent/legal guardian in writing to allow a replacement student to
be notified and enrolled from our waiting list.
Both parties may allow a sooner termination date upon mutual
consent. Once a written withdrawal
letter is received (not dated), you are still responsible for full payment
through the date of departure. Absolutely
no backdated letters will be accepted and if this does not occur, and/or no
prior notice was given, then a payment of (2) two weeks of tuition is due upon
termination and the initial deposit is forfeited.
We reserve the right to ask a parent to
withdraw a child from the center on a temporary or permanent basis after other
avenues of reconciliation of difficulties have been exhausted. These circumstances will include, but are not
limited to, the following:
1. Consistently picking a child up after closing at
2. Failure to make timely payment of any and all fees
3. Excessively disruptive or anti-social behavior by child or
parent
If a parent/guardian should
be become abusive (physically, verbally, or in writing) which includes being
belligerent, threatening, intimidating, condescending or showing any negative
signs of demeanor toward any staff member or any parent of a child enrolled in
this facility while discussing any issue regarding their child, or any policy
of this facility, or any other matter, be it on the telephone, in person, or in
writing, the Director or Administrator retain the right to terminate the child
care contract with this parent/guardian immediately “on the spot” foregoing any
30 day period to secure other means of child care as addressed in the “Statutes
and Regulations for licensing Child Day Care Centers and Group Day Care
Homes”. A letter will be addressed to
the parent/guardian the following day confirming the verbal actions taken by
the Director or Administrator the previous day.
A copy of the letter will be sent to the State of Most importantly, please remember, that as a
parent/legal guardian, you are responsible for the care and upbringing of your child(ren). You are the main teacher in your child(ren)’s life and we are here
to reinforce those commitments and support what you are doing. That is what being a parent is all
about…giving the love, attention, and time to allow your child to grow and
flourish in a positive environment where he/she can develop into a productive
member of society.
This clause
is to serve as written, advance warning to all parent/legal guardians who
utilize this facility, should such a proceeding occur. We are hopeful that the future will not
include any such negativism, but feel it is imperative that you know, in advance,
what the consequences will be.
